Well today is the day! As expected, Capcom has released the instructions to fight Gouken. Thank you to Reno on SRK for translating:
1. Do not use any continues
2. Do not lose the first round in any fight
3. You have to get a certain number of perfects depending on what the machine is set to.
Set to 1 round: Must get a perfect in at least one match.
Set to best of 3: Must get 2 perfects
Set to best of 5: Must get 3 perfects
Set to best of 7: Must get 4 perfects

History
For those that might not know how RIDICULOUSLY AWESOME THIS IS, please allow me to bring you up to speed. Gouken is Ryu and Ken’s master as well as Akuma’s older brother and sparring partner. He has never been included as a character in any Street Fighter game ever until now, although he has appeared in Akuma’s ending in Street Fighter Alpha and is part of the Street Fighter canon.
Gouken is forever tied to an April Fool’s joke in EGM magazine in 1992. If you’re old enough to remember that, then high five! EGM published an article explaining how to fight “Sheng Long,” who was said to be Ryu and Ken’s master. The article said that you had to beat all CPU opponents with Perfects and then Sheng Long would come out, beat down M. Bison and then you’d fight him. So basically, a made up April Fool’s joke that was totally believable and caused lots of controversy has, 16 years later, become a real character in Street Fighter 4! That’s amazing!
